Not the absence of economic development; rather, relatively less intense economic development when viewed from a place of relatively more intense economic development.

Poverrty is like cold. There is no source for cold; Cold is the absence of heat.

Too bad we don't hear politicians talk like this.

Instead of a war of poverty, how about a "war on things that stifle economic growth"?

That would be change.
